About Agenfor International

Agenfor International, created in 2016 as an independent branch from the long stablished Agenfor Group, is the International member of non-profit network Agenfor Group, Expert in EU-funded Projects Planning and Management, specialized in participative security, international law, and human rights, as well as focused on innovative technologies and experienced in delivering research and practical workshops to practitioners in the security and justice fields.

The main office is in Rimini (Italy), with branches in Lugano (Switzerland), and Tirana (Albania). 

The European Convention on Human Rights is the compass we use to navigate the rights of individuals, communities and nations co-habiting under the organization of the State. Over the past years Agenfor has led several EU funded projects operating in the field of prison and probation, minorities, and technology. In doing so, Agenfor has been collaborating with Organizations such as Scotland Yard, Guardia Civil and the Italian Ministry of Justice, training thousands of practitioners in Italy and abroad and engaging in several dissemination activities. 

Our goal is to ensure security through a better protection of human rights and socio-political participation with a particular focus on minorities, prisoners and other vulnerable groups. Public- Private partnership and multi-agency approaches are a substantial part of our work. We periodically plan proposals in the field of security, human rights and international cooperation to EU and other international funds with the support of an extended partnership that comprises all 27 EU Member States and Switzerland and Turkey.

We produce research and analysis for institutions, academies and intelligence communities, videos and documentaries for social media and established media outlets, original training contents for inter-forces agencies. We connect communities and local leaders or experts to institutions, with the aim of sharing experiences, information and best practices. We design pilot and test initiatives at MS level to adapt new EU security legislations to existing operational models, legal frameworks and national needs.

The Board of Directors (BoD) defines the annual strategic objectives and identifies the corresponding strategies and implementation plans. It exercises overall supervision of the work carried out by the recruited staff and establishes the organisation's ethics and communication policies. The BoD is also responsible for signing contracts with staff and external experts, and for approving, in advance, all expenditures related to the implementation of activities.

The Scouting & Drafting Project Proposals department is responsible for identifying funding opportunities aligned with Agenfor’s strategic priorities by monitoring European, international, and national programmes. It coordinates with partners to establish strategic alliances and support Agenfor’s participation in project consortia. In close collaboration with the relevant technical departments, it prepares and submits project proposals for funding by EU, international, or national institutions. The sector also manages coordination with freelance project designers and professionals involved in the development of participatory projects.

Judicial Cooperation & Fundamental Rights Development (3)

The Judicial Cooperation & Fundamental Rights Development department is responsible for planning activities aimed at implementing initiatives in the fields of justice, social affairs, and development. It oversees the management, monitoring, and evaluation of projects related to justice, social inclusion, equality, and economic development, funded by European, international, and national institutions. The department also coordinates the work assigned to experts, trainers, and collaborators engaged by Agenfor, and maintains ongoing cooperation with judicial authorities and bar associations at both national and EU levels.

Security, Defence & Migration (4)

The Security, Defence & Migration department is responsible for planning and implementing initiatives in the fields of security, defence, and migration. It manages, monitors, and evaluates projects funded by European, international, and national institutions within these sectors. The department also conducts information and data collection for technical analysis, including OSINT (Open Source Intelligence) and targeted research activities. Additionally, it oversees the work of analysts and researchers involved in project implementation and strategic assessments.

Administration & Finances (3)

The Administration and Finances department is responsible for managing all administrative and financial matters, including the handling of dossiers and files related to salary payments, contracts, office expenses, stationery, and any other costs authorized by the Director. It oversees the financial management and control of projects, ensures accurate invoice registration, and monitors Agenfor’s overall budget. The department also ensures full compliance with European and national financial regulations and collaborates closely with the auditor and external fiscal consultants to guarantee transparency and accountability.

Research & Innovation (1)

The Research and Innovation department is dedicated to exploring and advancing emerging disruptive technologies in the fields of security and justice. Its activities include the development of virtual reality solutions, the creation of analytical and training tools based on generative artificial intelligence, and the design of sensor technologies for augmented reality applications in defence, security, and justice scenarios. The department also coordinates a multidisciplinary team of engineers and developers based in Italy, Switzerland, and Brazil, ensuring seamless collaboration across international hubs of innovation.

The Events and Communication department is responsible for organizing events such as conferences, seminars, training courses, and workshops, whether funded by EU and international projects or through Agenfor’s own budget. It also oversees the development and acquisition of IT solutions and related hardware to support communication activities. Additionally, the department manages the organization’s websites and social media channels, ensuring consistent and effective digital outreach.
