The TREIO project aims to develop, pilot, and disseminate a comprehensive, cross-border training programme on the effective implementation of the European Investigation Order (EIO), with a focus on enhancing the practical use, mutual recognition, and digital exchange of evidence across EU Member States. The project is tailored to address the specific challenges of cross-border investigations, including investigative measures, legal cooperation, procedural safeguards, and data protection compliance.
TREIO will support the uptake of the e-Evidence Exchange Digital System, developed by the European Commission within the e-CODEX infrastructure, by offering targeted technical video tutorials and multilingual e-learning. The training will initially focus on the 12 Member States currently adopting the system and will be scaled to all EU countries through the development of a Training Toolkit and an Action Plan for future implementation.
The project is structured into five work packages:
- WP1: Project management, quality assurance, and coordination (6 deliverables)
- WP2: Needs assessment, training methodology development, design and validation of the EIO all-round training programme, including training-of-trainers (9 deliverables; 1 all-round training; 6 national trainings for 120 trainers)
- WP3: Development of an e-learning platform and delivery of online training in 12 languages for at least 1,000 professionals (4 deliverables)
- WP4: Creation of the TREIO Toolkit and Action Plan for the long-term rollout of EIO training across all EU Member States (4 deliverables)
- WP5: Dissemination and awareness-raising through a communication campaign, 12 open information days, and a final conference (5 deliverables)
Target stakeholders include magistrates, judicial staff, administrative officers involved in cross-border cooperation, and legal practitioners.
Expected results:
- Improved awareness and consistent implementation of the EIO Directive across the EU
- Enhanced practical understanding and application of the EIO through tailored training
- Increased use of the e-Evidence Exchange Digital System in cross-border cases
- Availability of training materials in 12 EU languages
- Empowerment of 120 trainers to support EU-wide implementation
- Online training delivered to a minimum of 1,000 professionals
- A comprehensive Toolkit and Action Plan for future training adoption by all Member States
TREIO contributes to building a more efficient and harmonised European Area of Freedom, Security and Justice by promoting judicial cooperation through shared knowledge, digital tools, and high-quality training on the European Investigation Order.
