Preventing Radicalisation Online through the Proliferation of Harmonised Toolkits

PROPHETS aims to redefine the prevention, investigation, and mitigation of cybercriminal behaviour by developing a coherent, EU-wide, adaptive Security Model. This model will be grounded in the interplay of human factors within the evolving cyber ecosystem, addressing the increasing complexity and societal implications of cybercrime across the European Union.

The project focuses on four interrelated dimensions:

  1. Early identification of security threats through enhanced detection tools and human-in-the-loop intelligence;
  2. Investigative models within a new public-private governance framework, strengthening collaboration between law enforcement authorities (LEAs), tech companies, and other stakeholders;
  3. Management of the expanding security perimeter, which includes new societal domains and complex jurisdictional challenges in cyberspace;
  4. Citizens’ perception of security and fundamental freedoms, requiring a renewed communication and engagement strategy for LEAs and policy makers to foster trust and democratic resilience.

By integrating technological innovation with behavioural, legal, and policy insights, PROPHETS will deliver a holistic and operational framework to guide EU security actors in addressing cybercrime while safeguarding human rights and fundamental freedoms.
