Inside EuroLegalBot: developing and training a trustworthy legal AI assistant

Abstract

Behind EuroLegalBot’s conversational interface lies a complex technical architecture designed specifically for the requirements of the judicial sector.

D3.3 – Chatbot Development and Training describes how the system was built and trained to support judicial cooperation in criminal matters, with a particular focus on the European Arrest Warrant. Rather than relying solely on generic AI responses, EuroLegalBot uses a controlled architecture based on Retrieval-Augmented Generation (RAG), multi-agent orchestration and a curated legal knowledge base.

Its knowledge bank contains more than 6,300 legislative and judicial documents from authoritative European and national sources. The modular architecture separates document ingestion, processing, storage, retrieval and response generation, supporting traceability, scalability and both online and offline deployment.

Legal experts also contribute directly to the training process by defining realistic questions, use cases and validation scenarios. This combination of technology and expert input reflects EuroLegalBot’s central objective: developing AI as a support tool for legal professionals while preserving transparency, human judgement and European standards for trustworthy AI.
