EUROJUSTICE (PNRR)

The EUROJUSTICE project aims to promote European legal culture in the field of criminal law and the protection of human rights and procedural guarantees, with particular reference to the following instruments of judicial cooperation in criminal matters: 

  • Framework Decision 2002/584/JHA 
  • Framework Decisions 2008/909/JHA, 2008/947/JHA, 2009/829/JHA 
  • Framework Decision 2008/675/JHA 
  • Framework Decision 2005/214/JHA

EUROJUSTICE is divided into the following actions:

  • Design and delivery of four blended training modules, repeated at each training venue, for a total of 392 hours, at the Court of Appeal jurisdictions of Milan (Lombardy), Venice (Veneto), Bologna (Emilia-Romagna), Trieste (Friuli Venezia-Giulia), Florence (Tuscany), Bari (Puglia) and Catanzaro (Calabria) 
  • Organization of two European events in Italy aimed at defining models for the acquisition of police and socio-economic information for EU citizens subject to precautionary measures in Italy (2009/829/GAI) or to custodial or non-custodial criminal enforcement (2008/909/GAI, 2008/947/JHA), in order to be able to enforce sentences or alternative measures or penalties in their countries of origin; International models of restorative justice integrated into the Italian context of the Cartabia Reform.
  • Construction of an experimental laboratory, with immersive 2D and 3D tools, for the simulation of the management of active and passive transnational cases for the application, recognition, or rejection of penalties and alternative measures to detention abroad, with anonymized real cases, use of restorative justice models, collection of information, verification of the admissibility of alternative measures and penalties in the countries of enforcement, compilation of certificates, identification of the competent foreign authorities, and simulation of cases of rejection or acceptance, also in light of national and European case law on the recognition of judgments. The laboratory is managed through the SIGISMONDO platform with the possibility of using immersive tools and 3D and 2D solutions, also in connection with foreign partners.

The project is intrinsically innovative in several respects: 

  • Its content, namely the integration of European judicial cooperation issues and the new models of the Cartabia Reform at every stage of the proceedings; 
  • Its bottom-up networking model, as already provided for in EU law, which provides for direct relations between European judicial authorities, with few exceptions. With this in mind, EUROJUSTICE will help to establish direct bottom-up relations between judicial authorities, investigative police forces, but also entities such as the EEPO, the USSM, prison systems, and other operators essential for the enforcement of sentences and alternative measures.
  • Restorative justice from an international perspective, which will allow reflection on the meaning of the restorative justice paradigm in complex social and political contexts, in relation to serious crimes that violate human rights and are in themselves irreparable. Knowledge and comparison of different experiences of restorative justice implemented in response to tragic and complex events in the history of different countries (South America, South Africa, and Italy) will highlight the potential and limitations of this model of justice and its relationship with traditional criminal justice.
  • The methodology, thanks to the adoption of 2D and 3D training models, including immersive viewers, for the delivery of training, integrated with online platforms and face-to-face role-playing activities.
