Measuring progress and impact in VR DigiVET

A comprehensive M&E strategy

Abstract

This document outlines the Monitoring and Evaluation (M&E) methodology developed to ensure the effectiveness, efficiency, and impact of the VR DigiVET project.

The M&E framework is designed to operate across all core Work Packages, particularly those related to digital skills curricula, development of the VR Metaverse infrastructure, and capacity building activities. It establishes a structured system of Key Monitoring Indicators (KMIs), mixed-method data collection techniques, and cyclical feedback loops to support continuous improvement.

The methodology combines:

  • Quantitative and qualitative data collection tools
  • Goal-based and process-oriented evaluation approaches
  • Formative and summative assessment components
  • Regular quarterly monitoring reports and feedback mechanisms

Through a robust internal evaluation model, the framework promotes evidence-based decision-making, accountability, transparency, and adaptive project management. It ensures that VR DigiVET not only achieves its objectives but also generates sustainable impact and a replicable model for digital transformation in VET systems.
