Implementation of the Council Framework Decision2008/909/JHA Obstacles, difficulties and solutions

Abstract

This literature review report is developed within the framework of the REUNION ‘Rehabilitation of foreign inmates within the scope of FD2008/909/JHA’ (FD909) project.

The literature review has covered all aspects of the implementation of the FD909. Specifically, the literature review focused on detecting: obstacles and difficulties in FD909 implementation procedures, best practices, challenging and complex issues, training materials or tools that can be used for the development of training materials and practical and critical cases related to the implementation of this FD.

A list of key words was drawn up and translated into the languages of the jurisdictions involved. Different databases were examined. Eligible documents were analysed and, when the consortium partner decided that the document was useful for the project, it was summarized in English, following a form developed for this purpose.
