Abstract

What is the harm in hate speech compared to the one caused by hate crime? Where is the diving line between the hate phenomena online and offline? The attempt of this paper is to first distinguish the essential elements defining the hate phenomena, particularly in the light of the online environment’s features, to then present a public-private cooperative investigative model as a possible solution to prevent the escalation from online hate speech into physical hate crime. The draft of this paper is part of the OSINT analysis work in the framework of the STAND-UP project.

Viviana Gullo works as a Project Manager and OSINT Analyst with Agenfor International Foundation. Previously she worked as an intern and research assistant for the Ludwig Boltzmann Institut für Menschenrechte of Vienna and as a volunteer in the framework of the European Solidarity Corps for the Point Information Jeunesse of Moulins-sur-l’Allier. She holds a Master’s in European Legal Studies and a Bachelor’s in International Relations, Development and Cooperation, both from the University of Turin. During her Master, she also cooperated with the Strategic Litigation: International Human Rights Legal Clinic and the Human Rights and Migration Law Clinic.
